254 occasioned by the necessity of policing the Leased Territory.

To meet the Police requirements of that Territory the Force has already been increased by 184 men or more than 1/5th of its present strength, and in next year's estimates I am providing for further additions which will bring the increase up to over 2/5ths of the old strength when the recommendation for the revival of the post of Assistant Superintendent was made.

Of this increase 136 men will be in the Indian Contingent bringing its strength up to 346 men, or the numerical equivalent of 1/2 a regiment of infantry.

I think it will be conceded that such a large increase in men must be accompanied by an increase in officers, and in view of the fact that the Indian Contingent will be brought up to such large proportions (at the present moment it numbers 275 men) I have to recommend that an additional Assistant Superintendent be provided for in next year's Estimates at a salary of $300 a month with exchange compensation and free quarters or an adequate house allowance if quarters are not available.
